Title Transfer From A Private Party

If Seller Has A Maryland Title You Will Need:

1. Maryland Title signed by all sellers.

2. Maryland Security Interest Filing or a Lien Release Statement, if there is a lien printed on the front of the Maryland Title.

3. Maryland Safety Inspection:
   A. Inspections are now electronic.
   B. Required for all used vehicles except for Historic vehicles, Street Rod vehicles, some Gift Title Transfer exceptions, and Farm Area vehicles.
   C. The inspection is valid for 90 days from the date issued. The same inspection may be used if the vehicle is transferred within 30 days of the inspection date.
   D. If the vehicle has not passed a Maryland Safety Inspection, then you may apply for temporary tags valid for 30 days.


4. Notarized Bill of Sale:
    A. Required if the vehicle is a 2018 or newer.
    B. All seller(s) and all buyer(s) must sign in front of a Notary Public.  Norman's has a Notary Public on staff at all times.
    C. Without a notarized bill of sale, buyer will be taxed on the higher of either the book value or the sales price of the vehicle. The Maryland MVA uses NADA book values.


5. Lienholder Information, if borrowing money to purchase the vehicle:
    A. Lienholder's name and address.
    B. Amount and date of the loan.


6. Registration Card, if transferring Maryland tags you already own in your name:
   A. If unable to locate the registration card, please bring in the physical tags.  
   B. Tags may not always be able to be transferred.


7. Insurance Information:
    A. Company and binder or policy number.


8. MD Driver's License or MD Soundex#:
    A. Without a Maryland driver's license or a Maryland soundex number, it will take Norman's one to two business days to process and obtain your tags and/or registration.


9. Z#, if titling vehicle in company name. The Z# can be found on other titles and registration cards already owned by the company. If this is the first vehicle you are trying to register in the company name, you must provide the Federal Employers Identification Number (FEIN).


If Seller Has An Out-of-State Title You Will Need:

1. Out-of-State Title, signed by all sellers.  

2. Lien Release Statement, if there is a lien printed on the title and the title is not signed or stamped off by the lienholder.

3. Maryland Safety Inspection:
  A. Inspections are now electronic.
  B. Required for all used vehicles except for Historic vehicles, Street Rod vehicles, some Gift Title Transfer exceptions, and Farm Area vehicles.
  C. The inspection is valid for 90 days from the date issued. The same inspection may be used if the vehicle is transferred within 30 days of the inspection date.
  D. If the vehicle has not passed a Maryland Safety Inspection, then you may apply for temporary tags valid for 30 days.

Title Transfer From An Out-of-State Dealer

If Dealer Provides a Certificate of Origin, A Maryland Title Or An Out-of-State Title You Will Need:

1. Title or Certificate of Origin and all paperwork the dealership supplied to you.

2. Maryland Safety Inspection:
  A. Inspections are now electronic.
  B. Required for all used vehicles except for Historic vehicles, Street Rod vehicles, some Gift Title Transfer exceptions, and Farm Area vehicles.
  C. The inspection is valid for 90 days from the date issued. The same inspection may be used if the vehicle is transferred within 30 days of the inspection date.
  D. If the vehicle has not passed a Maryland Safety Inspection, then you may apply for temporary tags valid for 30 days.
  E. Vehicles on a Certificate of Origin do not require a Maryland Safety Inspection.


3. Lienholder Information, if borrowing money to purchase the vehicle:
    A. Lienholder's name and address.
    B. Amount and date of the loan.


4. Registration Card, if transferring Maryland tags you already own in your name:

6. Buyer's Order from the dealer stating the purchase price.

Buy Out Your Maryland Leased Vehicle

If The Lessor Provides A Maryland Title You Will Need:

1. Maryland Title, signed off by a representative of the leasing company.

2. Maryland Security Interest Filing or a Lien Release Statement, if there is a lien recorded on the front of the Maryland title.

3. Lienholder Information, if borrowing money to purchase the vehicle:
    A. Lienholder's name and address.
    B. Amount and date of the loan.


4. Copy of the Lease Contract, showing you as lessee.

5. Insurance Information:
    A. Company and binder or policy number.


6. Driver's License
